01 — What counts

A new application is a lead. Everything else is a record.

Somebody got permission last week and has not rung a builder yet. That is a lead. The same application eighteen months on has been built, abandoned, or quietly expired — and whoever won it did so a year ago.

So we count the ones that are still worth a phone call. Anyone can hold twenty million rows — it only takes never throwing anything away, and the pile grows while you sleep. We keep the history too, because it is worth seeing when you are standing in front of a site. We just will not sell it back to you as coverage.

Two questions worth asking any planning service: how much new work came through my patch last month, and when did you last read my council? Every council below answers both, including the ones where the honest answer is “not enough”.

02 — The grading

We do not count how much history we hold as real jobs.

Record counts are our question, not yours. One London borough holds a hundred thousand applications and produces fewer householder jobs a month than a seaside town holding four thousand. Counting the pile tells you nothing about whether next month has work in it.

So each council is graded on the two things that actually decide it: householder jobs a month, and how long since anything new arrived. The second can overrule the first. A council averaging fifty jobs a month that has published nothing since June is not a fifty-a-month council today, and saying so before you pay is cheaper for everyone than saying it after.
