45 Fitzroy Street Camden W1T 6EB

This application seeks Listed Building Consent and full planning permission for the change of use of the second floor at 45 Fitzroy Street, a Grade II listed property within the Fitzroy Square Conservation Area, from office (Use Class E(g)(i)) to a one-bed, single-person residential unit (Use Class C3). The proposed works are strictly internal, involve no demolition or extension of the building, and are carefully designed to preserve the building’s historic character. The second floor is currently a single open-plan office space with three original sash windows and accompanying folding shutters. The proposal reinstates the floor’s historic residential use. Internal alterations are minimal, focusing on the creation of a self-contained residential unit: - Flexible partitioning, including foldable partitions and a fold-up bed, enables the space to be configured as separate living and bedroom areas at different times, meeting minimum space standards for each function when in use. These contemporary partitions enclose only the shower room and kitchen and are visually distinct from historic fabric, clad in modern materials, and stopped short of the ceiling with clerestory glazing to maintain original room proportions and introduce secondary daylight into the bathroom. - New joinery and furniture elements are set away from original walls using shadow gaps, ensuring original features remain legible and unharmed. - The shower room is sited directly below third-floor wet areas, using existing service runs to avoid alterations to listed structural elements. A modestly raised bathroom floor protects the original joists by providing space for drainage and kitchen waste runs above. - The existing floor structure is retained; improvements include proprietary acoustic/fire boards and breathable insulation. The original ceiling is preserved by suspending a new soffit below it to house lighting. - Mechanical ventilation for the bathroom is routed through an existing chimney via a reopened mouth in a former fireplace, while the kitchen hood recirculates air to avoid new exterior penetrations. - No changes are proposed to the building’s exterior, windows, or façade. Sustainability with respect to heritage retention is integral to the scheme. The proposal upgrades internal building performance with secondary internal glazing, draught-proofing, electric heating and hot water systems, improved airtightness, low-energy lighting, and thermal/insulation upgrades. Every intervention prioritises the preservation of historic features. The retrofitting reinforces the building’s longevity and appropriate residential use, supporting local conservation goals.
