The proposal is for the installation of a single-storey temporary modular building (4-bay portacabin), measuring approximately 9.72m x 6m, on the grassed area immediately east of Valence Library, Becontree Avenue. The building will provide a multi-use community space to support library services, including activities for young people, training workshops, women’s programmes, employment support sessions, and community wellbeing classes. The structure is fully demountable, installed on reversible pad foundations, and will remain in place for a temporary period of up to five years. No existing buildings are to be demolished. External finishes include light birch composite cladding to the public-facing elevations, with grey frames to complement the library setting. The proposal does not alter vehicular access, parking, or site layout. The building will be located a minimum of 3 metres from the existing library extension, with level access provided via an external ramp.
